The Manager, HR Technology owns the administration, configuration, and continuous improvement of OpenGov’s HR technology stack, ensuring systems and integrations that manage employee data across the employee lifecycle are reliable, compliant, and aligned with the needs of a global workforce. Based in Pune, India, this role reports to the Director of Enterprise Applications and Engineering and leads a team of HR application administrators. The manager partners with stakeholders across the US and India—HR Operations, Payroll, Benefits, Talent Acquisition, Talent Management, HR Business Partners, IT, and Workplace—to maintain and streamline systems supporting the full employee lifecycle from hire to retire. This is a player-coach role: the individual stays hands-on across the Workday stack and the broader application portfolio while leading, mentoring, and growing the team. The Manager owns the technical relationship with Ashby (ATS), oversees the employee engagement survey platform, and maintains a functional understanding of NetSuite/ERP as it ties into HRIS data flows.
Team Leadership & People Management: Lead, mentor, and grow a team of HR application administrators, setting priorities and developing technical and functional skills. Operate as a player-coach, remaining hands-on across the Workday stack while coaching the team. Manage team intake, workload, and prioritization across projects and day-to-day support.
HR Systems Administration & Domain Support: Provide administration, configuration, support, and maintenance across the full Workday suite (Core HCM, Payroll, Benefits, Absence, Time Tracking, Compensation, Recruiting, Talent, Reporting, and Security). Deliver techno-functional expertise across payroll, benefits, talent management, talent acquisition, onboarding/offboarding, and general HR operations for both US and India geographies. Support India- and US-specific processes and regulatory requirements. Own the technical relationship with Ashby (ATS) including integration health, configuration, and offer workflows. Administer the employee engagement survey platform (e.g., CultureAmp) including survey launches and data management. Perform regular audits to ensure data integrity.
Projects & Stakeholder Partnership: Partner with client groups globally to evaluate business needs and recommend system-based solutions. Lead projects end-to-end, providing regular updates and adhering to deadlines. Assist in developing materials and delivering system training. Maintain documentation of functional requirements and system specifications.
Data, Reporting & Governance: Design, develop, and deploy reports and dashboards using Workday report writing and data extracts. Share responsibility for HR data governance, partnering with the HRIS/HR Systems Architect and IT on data structures, security, and downstream data flows (e.g., BI/data-warehouse integrations). Regularly evaluate HR technology processes to align with best practices.
Integrations & Vendor Management: Provide functional support for integrations across the HR ecosystem (e.g., ADP, Ashby, engagement survey, SSO/identity, ERP, downstream data platforms). Maintain a functional understanding of NetSuite or comparable ERP. Partner with the HRIS/HR Systems Architect on integration architecture and manage third-party vendor relationships.
Compliance & Best Practices: Ensure HR systems and processes support compliance requirements across the US and India, including audits, policy acknowledgements, and mandatory training. Conduct research to stay current on system releases and industry trends. Exhibit sound judgment and confidentiality in handling sensitive employee data.
